Filing online (or by fax) always adds a $20 expedite fee, so the online cost is $520; the fee schedule lists it as '$500.00 plus $20.00 expedite fee' for electronic filing. Forming in another state instead?
If your business operates in Massachusetts, forming in another state does not remove the Massachusetts fees. You register there as a "foreign" LLC ($500) and keep filing its yearly reports. You also pay a registered agent in the other state. We assume $99 a year, a low published price (Harbor Compliance).
